TXPAScot is right--Stuart may have a little too much Blues in him for bagpipes! But they have done more around the world for bagpipes and Scotland than anyone in the UK!

It's not that the soloist is out of tune, but he's learned how to "bend" notes and actually stop the flow of air at his discretion with the chanter. Personally, I think this little trick works better with rock songs, and not a more traditional pipe tune like "Highland Cathedral," although it is indicative of the Red Hot Chili Pipers' style.
