No, that was Tony Goldwyn. Kevin was played by Steven Weber, who was on the show Wings and more recently Brothers & Sisters. They do look alike though!
The character of Lord Stewart Cushing would marry the character of Marcy Thompson, who was played by (at that time) future Oscar winner (1992 Best Supporting Actress for "My Cousin Vinny"), Marisa Tomei.
Yes, it is. ATWT's Frannie Hughes was her first big break in the business. You can tell she was still having a lot of nervousness in front of the camera. She would get better, though, before the end of her first year in the role. Moore's version of Frannie would probably be the most memorable for the longtime ATWT audience for the character of Frannie (although the next actress to play Frannie, forgetting her name, starting in 1989, would be rather memorable as well).

Kevin knew it couldn't be true & was trying to get Frannie back w/ him & to school, but at the time she was dating Lord Stewart Cushing (the blonde guy, played here by Russ Kettle).
Lord Stewart Cushing would turn out to be the long lost grandson of David Stewart & his first wife, Betty, via their son, Paul's affair w/ an English woman (not Liz Talbot, though). This scene is taking place behind Kim & Bob's house, in the garden.
This 'storyline' was before Douglas Marland coming on board right? If memory serves me (and it usually fails me), Lord Cushing and Kevin were creations of the previous writing regime. I think Douglas Marland inherited these characters and finished off those stories as the Doug Cummings storyline was kicking off....I think (LOL)
Well, I'm sure you are correct about Lord Cushing, because he started as a character about I do believe February 1985. But I'm not so sure about Kevin, because Kevin started in April 1985, the same month that Douglas Marland started writing for the show, so I'm thinking Kevin was a Marland creation.
