They do it when they are stressed or depressed. Parrots are a very intelligent bird, African Grey especially so, and they are quite highly strung. They pluck their feathers out if they get upset - in this video, the parrot was actually mourning the loss of its owner - the womans husband had died. They can also get spooked by building work, unusual activity around their cage, you name it, anything can trigger it.
