@amclellan84 Based on the video, it would be logical to say it is called "Pale Blue Scottish Person" and was on TV on HBO.

The information given by the person who uploaded it (thanks, by the way) confirms this plus gives the year as 1991.

I can't say I've ever heard of him being "known for his slow starts". Must be quite unsatisfying to have to sit and watch comedy and not be able to enjoy it, too busy fretting about whether the start lived up to your expectations. Bet you are a joy to go to a show with... "Oh that wasn' t a very good start" and trying to suck the enjoyment out of those around you.
