I absolutely agree, and yes the meters are different, but based on pure melodic line and intervals within the music and the introduction, it's very similar. I heard this piece and instantly thought "Un pensiero voli in ciel!"

The beginning introduction of this aria reminded me instantly of "Un pensiero voli in ciel" from the Handel Delirioso Cantatas.

It's interesting to draw parrallels between Handel's pieces like you do.
however, I find that "un pensiero voll in ciel" is a more ornemented piece . It's also in duple time whereas "o s'apre al riso" is in triple time.
