In order to actually have *any* chance of catch any pirates, they have to spy on your traffic (which is a clear violation of your freedoms). However, pirates will just encrypt their packets, thereby making this effort useless. Besides, there'd be too many people to spy on anyway. What does this leave? A useless treaty that breaches your freedom, wastes a bunch of resources, and detracts from the overall internet experience for the average user. Bravo, government, bravo...

not every file though. putting them in a 32 bit encrypted container would be viable. my suggestion however, to make transfers secure is for the trackers to generate pseudo random passwords for every user so that there will be a very low probability of getting tagged :D

How will they enforce this on downloaders who use dedicated proxy sharing devices? The ISP provider can't see what a user is doing and the copyright folks can't identify the user, or provider. It's cheaper to pay 15 bucks a month for a proxy server then pay for a few CDs, or DVD movies each month. Tes, I'm a criminal DLer. Don't feel badly about it in the least.

Also, since things happen so quickly on the internet you can't get a search warrant in time - the problem here is that logfiles are rotated via cronjobs every night. By the time they get the warrant, the data has long been removed.

This cannot change without huge increases in cost of access to the public network. Most decent ISP's will comply when simply notified over email of an abuser - its a ToS violation so you shut them down.

So they need to keep a list of ISP's. Yes its that simple

Deep packet inspection has been around since at least the early 90's. It is *extremely* resource intensive. The vast majority of ISP's do not care - it's no different than requiring AT&T to record *and monitor/review *every single conversation* happening on their netowrk at all times.
