As a kid I never did understand why that programme was called "How 2". Sure, I figured it was a sequel to an older programme called "How", but why not just call the newer one "How" as well? It was quite weird.

Cue Dot, as CITV was being broadcast from Central they had to let the other Regions know when they'd be going into a break. It disappears 5 seconds before the ads start. You don't see them that much these days.
That was from the days of the old regional ITV system, when one company would operate any of the 14 ITV regions. All the CITV programmes were broadcast from the ITV production company through Central Television in Birmingham (coz they had the CITV graphics) and then broadcast to the ITV network. That little black and white thing was to alert all the ITV regions to get their regional ads ready and also to tell Meridian (in southampton) who made How 2 to get their tape ready for broadcast . . .
They also did this for normal ITV programming as well.
So those watching How 2 in the Meridian ITV region (South and South-East England) would have the situation like this:
The programme is broadcast from meridian in southampton via underground BT lines (not telephone wires, special underground TV links) to Central in birmingham, where the CITV idents package, trailers and CITV announcers were based (during other programming, the ITV regions had their own idents, announcers etc.) . . .
. . . and then the signal goes back through the BT links, this time back down to Southampton, where it goes through meridian's transmission department and is distributed to their transmitters and to the homes within their region.
Although during normal ITV programming, they wouldn't have to connect through Central or any other one. For Corrie (from granada in Manchester) your local ITV region would simply connect up directly to Granada
But now with ITV as a single company all that has gone.
and I mentioned in my first comment that there were 14 ITV regions. Actually there were 15 ITV companies operating 14 regions as London had two: one for Monday 9:30am-Friday 6pm and another from Friday 6pm - Monday 9:30am.

@bigjeffstar The voice in the bold advert is Patrick Allen who was the original voice of E4 Peter Dickson replaced Patrick after his death in 2006/
