4:29 is right, only inflate bevor leaving the plane. Why should the veste for babys inflate immediately? If the plane lands in the water you can't swim to leave the plan. Remember 1996 when Ethiopian Airlines Boeing 767 crashed into the ocean in Comoro Islands near Africa. Alot of people which had already inflate the veste died in the plane.
