I didn't see where it said you can just cancel your vow, it taught the opposite. You must keep it. The only one who can annul in this weeks parashat is the husband to annul his wife's vow because she would obligate him in a way and so he can annul it when he hears it. The rest is not in this parashat but tradition which probably violates Torah.
