Not funding the Iraq occupation would hurt the American troops long before it forced George Bush to pull them out. Their equipment would break down, they'd run out of supplies, they might begin deserting...you get the idea.

I don't know about Clinton, but I know Obama had framed his blame of the Iraq government to reinforce his point that the troop surge had failed.

When watching that Biden interview, I felt like he truly believed that cuts to the war funding might put our soldiers in Iraq, even as they might be exiting that country, in greater danger. While I don't believe that that needs to be the case, I also don't trust this administration to manage a forced withdrawal effectively. They haven't had much trouble thus far putting our soldiers in greater peril if it scored them political points or if it lined some corporate coffers.
