International maritime law states that under an attack, any ship has every right to defend itself. These flotilla ships, WERE civilians that were lightly armed, no guns. Israel instigated the attack and expected no retaliation. Which ended up in the deaths of 9 of the flotillas civilians 2 of which were shot in the face 4 times.
