It is hard to catch, but after listening to it over and over, I believe he said 1 in 70. It makes more sense since 1 in 17 would be far too great a risk to even attempt Shuttle flights at all. The figure is easy enough to confirm. Just count how many have gone up in Shuttles, (900 to 1000) and how many have died. Still, 1 in 70 makes it a very risky business, but I'd go up in one.
