I was getting this error in the HELP section of Excel 2003. I would search for a help term within Excel (say VLOOKUP) and a list of search results would show up. And then clicking on a result would display that popup with that dreaded error "One or more ActiveX controls..." And then although the help contents would be displayed, the links within the help window to additional content would not work.
