How could this have happened? Cali has some of the strictest gun control laws out there. CA gun laws should have protected these 4 people...

It happened because a qwak government Dr changed the shooters meds and wouldn't change them back even after receiving written letters from the shooters family. He in a sins was going thru withdraws. The government failed us again.
