They already have their own form of gov, laws, writing system, sciences and amcient technology. They were of a warrioir culture, they were seafearing people and that is why they have a form of martial arts known as escrima from the spanish word esgrima. Visayans became filipinos when they built The philippine government after gaining independence from spain. before people who were colonized by the spaniards were indios, you were only a filipino if you had a spanish blood because the philippines was part of spain.
