Shirvan, Nakhcehvan, Arran, north of Araxes river, east of Armenia were re-named The Republic of Azarbaijan by late Mohammad Amin Rasulzadeh (1884-1955) in 1918 at the best of pan-Turk activists of Ottoman Empire. The term was retained and expolited for geopolitical purposes by the former Soviet Union.
Renaming of the former Iranian khanates in the Transcaucasus was deliberately done to allow the pan-Turks and Soviets to lay claims to the real historical Azarbaijan in Irans northwest.

You mistaken, Shah's mother, Queen Mother (Taj-ol-Moluk), was Azari and did not speak Farsi well,same with many top top Gernerals all Azari, Minbashian,Jahanbani etc.Shah loved Azari.Right now most top military,scientific and business are Azari.
