He is not called Meta-Ridley but Mecha-Ridley. Meta-Ridley is the original Ridley with weapons installed to his body. Mecha-Ridley is a robotic copy of Ridley.

Spore is a game where you can create nearly anything, creatures, buildings, vehicles, you name it! It's all at your fingertips! I highly reconmend the game if you enjoy creating monstrosities! lol.
