On 4:10 you're reaching Sint-Stevens Woluwe intersection

Does anyone know, why the haven't finished E19 through Brussels, or why they have built a complete intersection, when they just use it 3/4?

I mean Machelen intersection (connects the R0 (E40/ E411) with the E19 from Antwerp

Well, as you can see, Brussels is kinda in the way, they original plans might have been to built the superfreeway the E19 in Belgium should have become, right through Brussels.

But than the 70's came, without the money and sudden public protests against freeways, cancelled the project eventually.
