Actually Gray Hulk starts out as a class 75 which is equal to lifting 75 tons but once he get mad his power is class 100 like green Hulk. Rulk is class 100 but he doesn't have the ability to grow stronger as he grows angrier he grows hotter which leads to heat exhaustion as Hulk # 6 showed. But Gray Hulk starts out weaker but is just as strong as Green Hulk once the anger boils in him long enough. Rulk has a huge disadvantage against green Hulk.
