The short answer: sylphs are a class of "angel" charged with keeping the atmosphere healthy. Yes you are seeing clouds, but apparently these beings use cloud material to manifest themselves into "angelic" formations. Since you're obviously new to the subject, I don't expect you to see or understand. Heck, after four years, I barely understand.

Check out 'Disguise of Texas'...it's Sylph central station. We seem to have 'em in spades here in magical Central Texas, including a huge local repeater that we affectionately refer to as the 'South Austin Cloud Monster'.
