The thing about the R's and L's for Japanese people is that there is only one ambiguous letter for both in Japanese that sounds like a combination of the two. So when they try to say R's and L's in English, they end up sounding ambiguous. To an English-speaking ear it can sound like their saying the wrong letter, but it's not that they don't know which letter to use, it's that the individual sounds of R's and L's are foreign to them.
