It always been that way.
The japanese manufacturers value GP more than sbk, so they only occasionally mount a serious challenge (see VTR-SP2 with Colin Edwards).
It's more competitive than it has been though. In 2003 Ducatis won EVERY round of the year.
Of 24 races the 999fo3 won 20, whilst the 998 fo2 won 4.
