Bardock stomps. Bardock power level was nearly 10 000, it was likely he was able to go higher after the fight with Frieza's elite's and getting Zenkai. Also his final stand against Frieza I wouldn't doubt his power level got as high as 20, 000, maybe even higher. Piccolo vs Raditz was at 408, he was at 3500 against Nappa, still nowhere near the likes of Bardock.
