The driver should have used load locks. he couldn't close the trailer doors at the dock, they are swing doors and wont clear the building, or the trailers on either side. In any case, it's the drivers fault. Luckily they were only shopping carts and not nuclear warheads.

The two guys standing there are to blame. I dont understand why he sat there watching the truck instead of closing the door before the truck pulled away. Just kept looking down at the ground with that piece of board in his hands.
@lukewhoa You can't close the doors when the truck is against the dock, genius. The driver should have secured the load and made sure it was safe to pull out.
