mine doesn't have this in the front,like the plain ones but it got sth under it,and don't know what is it,do i have to cut it remove it?is it useful?

I just got a 48 pack of them from e-bay (hong kong) for $2.30 Canadian...the shipping was about $30. Great bang for your buck!!!
