this is "Tobatsu" tokusatsu ("tobatsu" meaning something like punishment or torture). The common elements are a transforming heroie that fights a bad guy, gets captured and tortured, and then escapes to defeat the bad guy. It irks me that all transforming-hero tokusatsu gets called "Power Rangers".

Yep. It is called Butterfly Fighter Pink Fury. And it almost has the Same plot as the first Kamen Rider show. Except the she's not an Experiment, her father is the one who created the Powers she has and gave them to her to protect her!
