Yea you are right. China has accepted lots of foreign investments. But its the same for every country. Look at the US int he 1920's it was getting so much foreign investments especially from Europe. Essentially the US was a net debter because the labor was cheap, and they had lots of resources and for a time being there was lots of pollution. But once the infrastructure was built up within the US in the 1940's the US became a net creditor.
