This strikes me as a little game all three of you play with each other. It's like Pablo knows he's not going to get the bone but will play with the owner to entice him to get it from Ramsey. When the owner refuses, Pablo goes to Ramsey and gets the response he expects, a friendly warning and sits there looking at the owner again, hoping for a miracle vis a vis the bone.

but i think you know your dogs best :)
