South VN was the way it was b/c of US support. However, its corrupt and useless gov't didn't seek the advantage to enhance the country and ended up losing it to the animal-smith VC, who quickly enprisoned and tortured their foes and took over a decade to confiscate the wealth of the South as well as its citizens' and then allow those who fleed after the war to return and flood the country with US currency. If there was a God, the VC would be DAMN long ago.
