In Finland the limit, which is 100mW, is for a dipole antenna. When the antenna is a direction -antenna the power needs to be deamplified by the same amount as the directional antenna focuses the "beam" So if 100%(radiates 100% of 360 degrees) dipole antenna transmits 100mw, a directional antenna which focuses the beam to 5% of the dipole antenna's range can only transmit 5mW. Please do tell me if the regulation is more open in the US!

You can't increase the power output with an antenna. The gain is because it is not an isotropic antenna. The yagi is more "powerful" because it transmits more power in one direction then a isotropic, hence the "gain".
Nothing like promoting unsafe and illegal haks. I'd imagine that the small amount of power coming off that antenna will do no harm...but putting your eyes and head right into the minor lobe of the radiation pattern of an antenna? Great tips...
Your wifi transceiver might be well within the ERP limit. But when you add 16 dB of antenna gain...what the viewer is saying is you are now over the ERP limit when you combine the transceiver output plus the antenna's gain. While this is still a small amount of power and the antenna is rather directional you could still be interfering with other transmissions. You are most likely interferring with someone else's wireless telephone or wifi internet. Do a little research on harmonics...
If the FCC is letting 2000 watt CB radios slide that bounce signals across the US they surely aren't going to mess with someone running a full watt and a yagi. Hard as heck to find to begin with where Cletus with his modified CB Eagle and 2kw kicker and gigantic beam on a 50 ft tower are easy to find. Now in the 70's the FCC did do the Gestapo thing with CB and over power and out of rules transmissions. Saw them take down a neighbor's antenna and walk out with his base radio in 75 in Chicago

Just like how my laser at home is a tiny tiny 50mW, compared to, say, a 60000mW (60W) incandescent bulb, the bulb sends that energy out in all directions, but the laser concentrates it onto a small area. The laser can burn through thin plastic at several metres, and the bulb wouldn't. This set up might not be a health risk- but it is important to check.
