In most common law practices when convicting someone 1 witness suffices, sometimes none. The Quran requires 4, also you must research on the definition of 'lewdness'. 'lewdness' is very strictly defined, and doesn't necessarily mean what you perceive it to be. You cannot expect to draw a conclusion by merely one verse, actually read the Quran front to back
