You people posting how the dog's ears hurt - You are wrong. Dogs will actually cover their ears or even vacate an area in order to avoid painful soundwaves. Trust me I have done many many many hours of tests on 100's of dogs. This dog enjoys what he is doing.
So cruel. This dogs ears hurt so much from the harmonica that it cries and the owner keep playing. And the owner makes a show of it. The dog is probably deaf now. :(

The reason he howls is because the sound of the harmonica and its' similarity to a howl stimulates his natural howling instinct, and thus he howls along. Dogs are descended from wolves after all, and this instinct is still a part of them.
