I always tried to make the lyrics to this song represent something smaller, but still significant: basically the nice guy who witnesses a woman being abused. He of course helps her and doesn't offer his name and she continues the same cycle, but remembers that guy who helped her. But, then "you see the dying..." kicks in and I considered that this song had a more global message.

Indeed it is! Sklar has played on several of Phil's albums, and a couple of his tours as well. It shouldn't surprise you. Sklar seems to have played with almost EVERYBODY! Check him out on Wikipedia and look at the discography. I was blown away. I've never known any musician who's played with so many other great musicians.
