These are "guidelines," which aren't rules, but suggestions. The science says that Mammography has been over-sold, and that 8 times as many biopsies are performed than are necessary because breast tissue in women age 40 is still to dense for the test to be effective.

It's just that in most countries it's rationed according to who needs it most urgently, and in the U.S. it's rationed according to who can most easily afford it.
