too cute! He is a stunning horse! I have a half arabian and they are just amazing breeds! Gorgeous horses and ignore all the stupid comments about how "bad" electric fencing is. I believe it's much safer than other fencing, and the horse learns quickly that they shouldn't get close to it.
Most horses at the farm I work at do fine with plain wood fencing, but we did have a couple that ABSOLUTELY NEEDED electric fencing or they would lean on the fence until it broke. Once when the electric wasn't working, the horse figured it out and actually leaned so hard that he snapped the huge wooden post. We also used an electric fence for a horse that always ruined our fences by chewing. It worked well and isn't abusive since they only get shocked if they lean on it. They learn quickly.

I know that sometimes getting a shock off of something like that can sometimes jolt your heart and changes the rythm and if this happens its really needs to be jolted back into the right rythm again.
I dont know if it would affect a baby or in this case a foal, maybe you should ask your vet.
Seems like some fences are turned up too much? Watching other youtube videos of people touching electric horse fences, most get knocked off their feet. We have electric fences where I keep my horse. The chain that holds the gate to her paddock closed touches it and when I touched it at the right time, the most it did was make my hand stiffen and nothing more. Ive since then moved it. Lol. Its still capable of making a loud pop though. No idea why you'd need to turn it up so high though. o.O
I just got my first paint, i've been forever tuned to the paints, she may not look like much now but when she grows and puts a bit more weight on i will post a video for your purusal!!

That looks like bread that the foal is eating. Thats really dangerous. bread can cause horses to colic if they eat too much.
