I think this area outside the map is so big because they may have planned to make it a huge area like the original Fallout 3 area was, but for whatever reason, they made like they did, with the mission set up and whatnot.

Maybe those buildings are not actually unused. Perhaps they are those small cities in the horizon of the game. You can see some of them.

possible reason for the out of map to have buildings and a ocean 1 of 2 #1 they probably were going to have a much bigger wastland but took it out of the final version. #2 they made it so pc people could put stuff in it using the geck

i found a glitch near the memorial that has the purifier (i don't remeber which monument) , there is something that looks like a radio tower, or so, and there try to jump onto the sourounding wall, if you jump down to the tower, you'll never get out! and the tower is a bug, you can walk trough!

@33Hotson They make a large part of the map, then parts of it are unused according to the players objective path. So instead of deleting it, what they do is they place walls or mountains in front of it. It's also used for view to make it realistic. for instance; a crack or opening in the wall can let the player see behind it and view the surroundings behind the wall, so it gives a realistic feel. They didn't patch this because it's impossible to patch EVERY glitch.. There are so many to find. :)
