The train did not have its emergency brakes engage. Before the video starts, notice the yellow block in front of the sd160 in between the rails, that is a train stop, every time you see a signal there will be a train stop next to the signal, when the sd 160 drove under the train stop you hear the click clack that the wheels make that "shunts" the signal causing the signal to turn red because the SD160 is not powered up and the u2 the u2 train will shut down that is called a penalty stop :)

They will be refurbished in the near future, so they will still be around.

so the new ones will be in servic in the fall or summer

More than likely fall. They still need to do training and probably at least 3 cars before operating them in service.
