Acquiring such licensing is time consuming, costs money, and a lot of times involves dealing with a government agency to handle particular issues. There are also code enforcement agents, bonds, legal issues (yay, legal fees) mandatory reporting of inventories to be held as liability coverage, etc. If you believe a free market approach is a better solution, vote RP

Regulation is not a bad thing, part of the reason people are protesting right now is because corporations are not complying with their regulations.
