US is held back from responding in Syria due to reasons such as support for Syria from Iran, Russia, China and also because Syria maynot make much economic sense in terms of oil. Also that US coffers are now gettting dried up with decade long war on terror and operations in Iraq and Afghanistan. Even in Libya US took a relative back seat and was mostly funded by the Arab wealth from UAE and Qatar.

Ghadafi is an illegitimate ruler throughout his reign of power. He came to power by overthrowing king Sanosi by military force.
