your focus on elites in so called Democratic Systems is right; and also your hint at the difficulties of real representatives in countries born out revolutions. Cult Rev it's an episode of such difficulties.

Mao wanted to focus on party.., that's correct; to rethink ideological problems, as what did not work in the Soviet model, what stuck the revolutionary process in URSS; how to prevent Petofi Circles (Hungary); how to continue a mass revolution in a peasant and backward country.

There are in fact direct elections at the local level. Also, in the early years of the Soviet Union, every ruling body (the soviets) were elected.
