I think the way he avoids Kurogane in volumes 16-19 is very telling about how Fay feels towards him, especially in volume 17. I think Sakura and Fay are definitely meant to have more of a mommy/daughter relationship, and with what Kurogane has sacrificed for Fay in the latest chapter, I would actually be surprised if they didn't become canon.

I think Fay's gotten better lately. Now he at least accepts that Kurogane would give anything to have him, and he's even making RESPONSIBLE sacrifices for Kurogane's sake. 2 months ago I said I wouldn't be surprised if Kuro/Fay was canon, and now it basically is. :3
