no there's another way to get them and it's by doing a quest on phantasy star for the gamecube (fake in yellow) then after you finish it you will get a message and you will be able to transfer the chao to your GBA (it"ll look yellow) and then when you bring it to your chao garden it will be a tails chao.
I never did it but i looked it up, but otherwise it may be a hack :\
i love your chao! i lost my sonic dx game so i cant get my purple and gold chao back. because i let my friend borrow my game so they could play with my chao and we were mating a ton of chao and i put those two on there and then i frogot it at there house and i went back the next day to get it back and all they had was my memory card and we put my game in his game box and it wasnt there. :(
