I'm pretty sure this last line wasn't Welles. It's been stated before that, because Welles died before finishing his lines for the film, Leonard Nimoy had to fill in for some lines. You can pretty clearly hear similarities between Unicron's voice in this last line, and Nimoy's. They used a vocoder to make him sound more like Welles.

Orson Welles was the greatest genius of American stage, radio and screen. Nothing can tarnish that, and just because a guy has to pick up a lousy gig or two to make ends meet means nothing. Other stars were richer, did more movies, got more press...but Orson Welles had the most magnificent voice, the most ponderous gravitas and made the greatest film of all time when he was 24. I'll trade that for all the Charlie Sheens and Tom Cruises in the world.
