Some in Somalia have blamed foreign governments from not helping, but foreign involvement created a lot of the present problems.

And it comes back to the pirates. Complicated.

... And in the later part of the 20th century foreign fishing fleets have ignored Somalian waters and taken whatever they pleased, even dumping garbage and other waste close to shore.

The pirates started out as local militia marines to try to drive the illegal foreign commercial fishermen from Somali waters. The presence of marines in a village also meant that the village would be spared from bands of rebels and outlaws.

Unfortunately the marines turned to piracy as they became greedy.

Somalia has a confused and complex recent history. In the 20th century chunks of Somalia has been controlled by Brittan and Italy. They've been at war with Ethiopia several times, and with Brittan. Their national politics has shifted from Islam-based, to communist, to courting the United States, to dissolving their national government. At one point in 21st century the country was divided into at least 10 political regions, if you ignore the big chunk Brittan gave to Ethiopia in 1948. ...

Pirates have no excuse, their countries crippled live with no problem, so what's the pirates excuse, they're lazy, no good snakes, they belong in a jail cell for life, better yet, they should not exsist. Look at your neighbor, your elders, they make it. Do the same thing you cward pirates. Work a little more, you lazy bums.
