The parts of the song where the music feels like you'd get up and dance to it, Miku dances too slow.

The parts where Miku moves fast enough to match the song, it's like she's trying to act sexy.

If I had to guess other which programs they might have used I'd say Sony Vegas and Photoshop. This is just a guess. The people that made this are skilled so it's hard to tell what other programs they may have used.
