All i see is that the power saver draws power. I believe that it draws the power quickly than slowly releases the power in spikes. It's a chinese scam:/

Por ejemplo : C1= 4,7 mF/240-400 VAC, R1,2= 75 Ohm, R3,4= 1 Mohm, R5= 100 Kohm., F= 200mA(resistencia fusible de cristal), mas 2 diodas LED! Mira ves, cuanto vale los componentes electronicas, si le compras en cualquier tienda ! UN SALUDO PARA TOTOS DESDE RUMANIA !
