Halloween is a New Year's celebration in Wicca called Samhain, and so dressing up in costumes began as a tradition to dress up as what you want to become in the year to come--like a visual New Year's resolution (long before the day became Halloween with funny monster costumes lol).

I went last year like when this was filmed and i saw all kinds of people doing this. Some stand in one spot all night some are nomadic along the street. Some even have a guy carrying a actual full size wooden crucifix like they supposedly put jesus christ on down the street with them.

So yea don't look at it as a annoyance. Look at it as all part of the insanity.
