  • Article 12a Section D45 Transcript 283 Constitutional clause 74 states that if the president is in the middle of a speech and his seal falls from the lecturn, he is no longer president. It also states that the vice presidential candidate of the opposing party that ran, automatically becomes president. Do you know what this means! Sarah Palin is our new president! You betcha!
