The "unicorn death ray" is before an earthquake happens, also called earthquake lights. Earthquake lights are not on any cloud, they are in the air on a clear day and also seen at night. They are not caused by RF radiation, which does not produce rainbow-colored light. Did you also notice that these were seen hundreds of km from the epicenters? And not at the same time, giving your 'haarp death rays" time to dissipate. Also, they occur when earthquakes do NOT happen, and vice versa.

High frequency waves have nothing to do with earthquakes. Any wave that hits the ground would be absorbed and ineffective. The only wave that has the ability to pass through matter at the high frequency spectrum are Gamma waves, and even then they are subject to Compton Scattering. Gamma waves are only produced in limited ways, and cannot be created via resonating tubes, or any other machine. They are the product of particle collisions, and cannot be controlled.

I put much higher power densities than HAARP into the ground without causing earthquakes (even in geologically active areas) because EM waves are not acoustic (pressure) waves and don't move rock. The waves are absorbed as heat over the length of time you radiate it, and are spread by the attenuation of the material. VLF waves penetrate deeply and are spread over much more volume, so any heat is unmeasurable.
