Sounds like from the popping noise as you tuned that the grooves in the nut are a little tight around the strings. You might take your banjer to a repairperson and have then widen the grooves just a tad. It will make tuning a lot easier.
hmmm at .13 you say instead of the 3d fret, while fingering & sounding the 4th fret? and then at .20 refer to the "4th fret" while fingering & sounding the 5th fret? or is it me?
It's a Saga SS10, a darn good value in an S.S. Stewart-like open-back banjo, less than $300 if you look around on line. I've got one and am very pleased (with a few enhancements, like a minimal armrest from Stewart McDonald and a fiberskin head).

Or try rubbing pencil lead in the grooves first (cheaper).
